Hi I have a 2006 saturn Vue and the rear folding seat's belt is stuck in a folded position.?

The on that you have to maneuver the seat belt through was getting in the way so we broke it off. Now we think when we folded the seat down it all reeled into the seat and now is stuck and every time I try to pull it out it keeps locking. Is there like as on that releases the locked seat belt? I took apart the seat as much as possible and saw 2 Alan keyed screws, If I remove that is the release behind there? We got a quote and it is going to be like $500 just to get it fixed, but I can do it and if you could ist me I would truly appreciate it.
