In the Yu-Gi-Oh! TCG, am I allowed to use Jutte Fighter's effect during my opponent's turns?

i believe it is only your turn, it is a confusing way to word the card there was probably a little something lost in translation but due to the fact it doesn't say "this effect can be used during either players turn" i think it can only be your turn.
